REACH imposes significant obligations on all manufacturers, importers and users of chemicals. Some chemical products are exempt, however all other chemicals manufactured or imported into the EU at a minimum of one metric tonne per year will need to comply with the legislation. Manufacturers and importers will need to register the chemicals they supply for specific uses and ensure they are safe to human health and the environment. Users of chemicals will need to ensure their suppliers are registering the chemicals they use, ensure that their suppliers know how they use the chemicals and comply with any necessary risk management measures.
